tursoChatMemory(config): ChatMemory

libSQL / Turso-backed chat memory. Mirrors the sqliteChatMemory shape so code paths can swap between local SQLite and replicated libSQL by changing one import.

@libsql/client is an optional peer dependency loaded lazily.
